Understanding the SAIT Process: An Overview

Action Learning Systems (ALS) is a state-approved School Assistance and Intervention Team (SAIT) provider, certified to provide intervention and support services to California’s state-monitored schools.

Schools that performed below the 50th percentile on achievement tests were invited to participate in the Immediate Intervention/Underperforming Schools Program (II/USP). II/USP schools that failed to meet significant growth requirements were identified as state-monitored by the State Board of Education.*

Functions of the SAIT Provider

As an approved SAIT provider, ALS will adhere to state requirements for completing the mandated evaluation, support, and monitoring functions. These functions include the following:

  • Evaluation of instructional program based on the Academic Program Survey (APS) findings
  • Report of Findings and Corrective Actions
  • Monitoring of progress in implementing the corrective actions related to the nine Essential Program Components (EPCs)

The SAIT Steps

  1. The district contracts with a state-approved SAIT provider, and a District/School Liaison Team (DSLT) is created.
  2. The SAIT meets with the DSLT to review and clarify the APS and the nine EPCs, ratings, and types of suitable evidence.
  3. The DSLT, together with the school site, completes the APS.
  4. The SAIT and DSLT meet to review the APS findings and examine evidence.
  5. The SAIT prepares the Report of Findings and Recommended Corrective Actions (including benchmarks), meets with the DSLT, and presents the report to the local governing board.
  6. The local governing board adopts the report, and the SAIT submits the report to the state.
  7. The SAIT monitors the school’s progress in meeting benchmarks in implementing all corrective actions for each of the nine EPCs. The SAIT monitors progress two additional times in the first year and three times annually the following two years. The SAIT presents progress reports at regularly scheduled local governing board meetings.
  8. The SAIT’s progress reports are submitted to the state.

SAIT Funding

Districts with state-monitored schools receive one-time funding to contract with a SAIT provider. To support a SAIT provider contract, districts receive

  • $75,000 for elementary/middle schools;
  • $100,000 for high schools.

An in-kind match of services or district funds equal to one dollar for every two dollars is required.

Exiting SAIT

To exit state-monitored status, a school has three years to make significant growth on the API for two consecutive years. Additional state sanctions may be imposed if a school fails to make this growth.
